Conversion for the 1990s
Résumé
The disarmament process has various dimensions. First, it produces peace costs and a peace dividend. Second, it must retool the existing facilities and retrain defence employees for the purpose of producing alternative civilian products. Third, for Russia, it has to deal simultaneously with an economic recession, a conversion process and a societal transition. This article examines the economic problems of conversion and it summarizes the articles in this special issue.
