Conversion and personnel in the Russian military‐industrial‐complex

Résumé

The best USSR workers and professionals were concentrated in military economy. With the collapse of the Soviet empire, the main issue was the conversion of personnel, adapted to an industry without competition and not focused on lowering costs because of the political priorities of their activities. If the educational level is high, it is not necessarily adapted to the new economic conditions. However, the need to change the economic system is well understood by the staff, who are available for new challenges.
